Welcome to NCEB Skill Development (“NCEB”, “we”, “us”, or “our”). NCEB operates an online platform and provides computer education, skill-development, examination, certification, franchise/authorized-center, and related digital services through its website, Center Panel, Student Panel, and other platforms.
These Terms & Conditions (“Terms”, “Terms of Service”, or “Agreement”) govern your access to and use of NCEB websites, platforms, software, Center Panel, Student Panel, services, content, examinations, certification services, N-Coins, memberships, and franchise/authorized-center services.
By registering with NCEB, applying for or operating an NCEB center, purchasing any NCEB service, using the Center Panel or Student Panel, registering a student, participating in an examination, purchasing N-Coins or membership, or otherwise accessing or using NCEB services, you acknowledge that you have read, understood, and agreed to these Terms.
If you do not agree with these Terms, you must not register with, access, or use NCEB services.
1. Definitions
For the purpose of these Terms:
- “NCEB” means NCEB Skill Development and its authorized representatives, administrators, employees, and service providers.
- “Center” / “Franchisee” / “Authorized Center” means an individual, organization, computer training center, institute, or other entity authorized by NCEB to provide NCEB-related services under an applicable arrangement.
- “Center Head” means the person responsible for operating and managing an NCEB-authorized center.
- “Student” means an individual registered through an NCEB Center or directly through an NCEB service, as applicable.
- “Center Panel” means the online dashboard/account provided to an authorized center for managing students, services, examinations, N-Coins, membership, and other NCEB facilities.
- “Student Panel” means the online account or dashboard provided to a registered student.
- “N-Coins” means internal, non-transferable service credits that may be used by authorized centers to access eligible NCEB services.
- “Bonus N-Coins” means promotional or complimentary N-Coins provided by NCEB under an offer, campaign, referral, recharge scheme, membership benefit, or other promotional program.
- “Prime Membership” means an NCEB premium membership/service plan having the validity and benefits specified by NCEB.
- “Services” means all services provided through NCEB, including education-related services, student registration, examinations, certification, digital services, membership, subdomain services, N-Coins services, franchise services, and other facilities made available from time to time.
2. Acceptance of Terms
Registration as a member, center, franchisee, student, or user, or use of any NCEB website, platform, panel, content, or service constitutes acceptance of these Terms.
NCEB may modify, update, replace, or amend these Terms from time to time. Updated Terms may be published on the website or communicated through other reasonable means.
Your continued use of NCEB services after an updated version becomes effective constitutes acceptance of the revised Terms.
3. Eligibility and Registration
You must provide accurate, complete, and current information during registration and while using NCEB services.
NCEB may request documents or information for verification, compliance, center approval, student registration, examination, certification, or other legitimate purposes.
NCEB reserves the right to reject, suspend, or cancel an application or account where information supplied is false, misleading, incomplete, fraudulent, or otherwise unacceptable under NCEB policies.
The Center Head is responsible for ensuring that information submitted through the Center Panel is accurate and up to date.
4. NCEB Franchise / Authorized Center
NCEB may authorize eligible computer training centers or organizations to operate as NCEB-authorized centers subject to the applicable registration requirements, fees, infrastructure requirements, verification procedures, and policies.
Unless expressly agreed in writing, an NCEB center is an independent business entity and is not an employee, legal agent, partner, joint venture, or representative of NCEB.
Authorization to operate an NCEB center does not automatically grant the center authority to make representations, promises, guarantees, contracts, or commitments on behalf of NCEB.
The center must not represent NCEB as a university, government department, statutory authority, or other organization unless such representation is expressly authorized and factually accurate.
5. Basic Center Requirements
At the time of applying for an NCEB center, the applicant confirms that the center satisfies the applicable basic requirements specified by NCEB.
Unless otherwise notified by NCEB, the applicant confirms that the proposed center has at least:
6 working personal computers and 250 square feet of usable area.
NCEB may modify minimum infrastructure requirements from time to time.
NCEB may conduct verification or request photographs, documents, videos, location information, or other evidence relating to the center.
Providing false information regarding infrastructure, facilities, ownership, address, staff, equipment, or other eligibility requirements may result in rejection, suspension, or termination of the center account.
6. Center Panel and Student Panel
The Center Panel and Student Panel are part of NCEB's services and are governed by these Terms and the applicable Privacy Policy.
NCEB may modify, update, suspend, discontinue, or replace any feature of the Center Panel or Student Panel.
NCEB does not guarantee that every feature will remain available permanently or that the platform will always operate without interruption.
7. Account and Password Security
Users are responsible for maintaining the confidentiality and security of their login credentials.
Center Heads must not share Center Panel passwords with unauthorized persons.
Center Heads are also responsible for safeguarding student credentials supplied through their center.
You are responsible for activities carried out through your account, except where applicable law provides otherwise or the activity results directly from a proven security failure attributable to NCEB.
If you believe that your account or credentials have been compromised, you must notify NCEB as soon as reasonably possible.
NCEB personnel will not ordinarily require users to disclose their passwords. Where reasonably necessary to provide technical support, authorized NCEB technical personnel may access or assist with an account using appropriate support and security procedures.
8. N-Coins / Internal Service Credits
N-Coins are internal service credits provided by NCEB to authorized centers.
When a center successfully recharges its NCEB account, the applicable recharge amount is converted into N-Coins and credited to the center's account.
N-Coins may be used for eligible NCEB services, including:
- Adding/registering students.
- Terminating or deactivating students.
- Editing or updating student information.
- Purchasing or renewing subdomain services.
- Purchasing or renewing Prime Membership.
- Other services made available through the Center Panel.
- N-Coins are not cash, bank deposits, investments, securities, electronic money, or independent monetary instruments.
N-Coins cannot be withdrawn or exchanged for cash except where a refund is approved under NCEB's Refund Policy or required by applicable law.
9. N-Coin Non-Transferability
N-Coins are strictly non-transferable.
A center may not sell, transfer, assign, gift, exchange, trade, or otherwise move N-Coins to another center, student, individual, account, or third party.
NCEB may restrict or cancel N-Coins involved in fraudulent, unauthorized, manipulated, or prohibited transactions, subject to applicable law.
10. Bonus N-Coins
NCEB may provide Bonus N-Coins through promotional offers, recharge schemes, referral programs, campaigns, membership benefits, or other offers.
Bonus N-Coins are promotional credits and are not purchased by the center.
Bonus N-Coins:
- Are non-refundable.
- Cannot be converted into cash.
- Cannot be transferred.
- Cannot be sold or exchanged.
- May have an expiry period.
- May be subject to additional promotional conditions.
- NCEB may modify or withdraw promotional offers in accordance with the applicable promotional terms.
11. N-Coin Pricing and Service Charges
The number of N-Coins required for a particular service shall be displayed or otherwise communicated by NCEB.
NCEB may change service charges, N-Coin requirements, membership prices, or other pricing from time to time.
The applicable price or N-Coin requirement at the time a transaction is initiated shall ordinarily apply.
NCEB may introduce, modify, suspend, or discontinue services that can be accessed using N-Coins.
12. Prime Membership
NCEB may provide Prime Membership or other premium membership plans.
Unless otherwise stated for a particular plan, Prime Membership shall have a validity of one (1) year from successful activation.
The benefits, features, limitations, pricing, and service conditions of Prime Membership shall be those displayed at the time of purchase or renewal.
Prime Membership is a service subscription and is separate from the N-Coin balance.
Once activated, Prime Membership is non-refundable except where a refund is expressly approved by NCEB or required by applicable law.
Expiry of Prime Membership does not automatically entitle a center to a refund.
13. Payments
Payments may be made through payment methods made available by NCEB or its authorized payment providers.
The user is responsible for ensuring that payment information is accurate.
NCEB is not responsible for delays caused by banks, payment gateways, internet service providers, or other third-party payment systems.
Where a payment is successful but N-Coins or a purchased service are not credited because of a technical issue, the center should contact NCEB support with the relevant transaction details.
14. Student Registration
The Center Head is responsible for ensuring that student information submitted through the Center Panel is accurate, complete, and lawful.
The center must obtain all necessary permissions or consents required for submitting student information to NCEB.
NCEB may request documents or information necessary for student verification, examination, certification, fraud prevention, or record maintenance.
NCEB may reject or suspend student registrations containing false, incomplete, duplicate, fraudulent, or suspicious information.
15. Examination Rules
The Center Head must comply with all examination rules and procedures communicated by NCEB.
For examinations conducted through or under the supervision of an authorized center, the Center Head or an authorized responsible person must be present as required by NCEB.
The Center Head is responsible for ensuring that examinations are conducted honestly and without unauthorized assistance.
The following are prohibited:
- Impersonation.
- Cheating.
- Unauthorized assistance.
- Use of prohibited materials or devices.
- Sharing examination questions or answers.
- Manipulation of examination records.
- Allowing another person to take an examination on behalf of a student.
- Any attempt to manipulate examination results.
- NCEB may investigate suspected malpractice and may withhold, cancel, modify, or invalidate examination results or certificates where fraud or malpractice is established.
16. Fake Certificates and Documents
Creating, altering, duplicating, fabricating, printing, distributing, selling, or using fake or manipulated NCEB certificates, marksheets, identity documents, examination records, receipts, or other official documents is strictly prohibited.
Where NCEB identifies suspected fraudulent documents or activities, it may suspend or terminate the relevant account, cancel affected records or certificates, restrict services, and take appropriate legal action as permitted under applicable law.
A center must not independently create or issue documents that falsely appear to be official NCEB certificates or records.
17. Certificates and Certification
NCEB may issue certificates, diplomas, marksheets, or other records upon successful completion of applicable training, examination, or certification requirements.
Certificates issued by NCEB are intended to record completion of the applicable NCEB skill-based program.
NCEB does not represent that its certificates are equivalent to degrees, diplomas, qualifications, or certifications issued by a university, NIELIT, UGC, AICTE, government department, statutory authority, or other designated institution unless such equivalence or recognition has been expressly established by the relevant authority.
Acceptance of a certificate for employment, recruitment, promotion, admission, contract work, or any other purpose is determined by the relevant employer, institution, recruiting organization, or authority according to its applicable eligibility requirements.
Where a recruitment notification specifically requires a certificate, diploma, degree, or qualification from a particular university, government body, statutory authority, or designated institution, the NCEB certificate may not satisfy that requirement.
NCEB does not guarantee that any particular certificate will be accepted by every employer, government department, recruiting organization, educational institution, or other authority.
NCEB may provide certificate verification facilities where available.
NCEB may cancel or invalidate a certificate obtained through fraud, false information, impersonation, examination malpractice, unauthorized issuance, or other material violation of NCEB rules.
18. No Employment Guarantee
Completion of an NCEB course, examination, or certification does not guarantee employment, salary, promotion, admission, government employment, selection by an employer, or any other professional outcome.
Centers must not make false or misleading employment-related promises on behalf of NCEB.
19. Center Information and Content
Information relating to centers may be displayed on NCEB websites or marketing materials based on information supplied by center representatives.
The center is responsible for ensuring that submitted information is accurate and lawful.
NCEB may correct, modify, remove, or update center information where reasonably necessary.
NCEB does not guarantee the accuracy, completeness, or continued availability of all user-supplied information.
20. User-Generated Content
NCEB may provide facilities for blogs, comments, reviews, photographs, testimonials, or other user-generated content.
By submitting content, you represent that:
- You have the legal right to submit the content.
- The content does not infringe another person's intellectual-property rights.
- The content is not unlawful, fraudulent, defamatory, threatening, abusive, hateful, or misleading.
- The content does not violate another person's privacy or other legal rights.
- NCEB may remove, edit, restrict, or block content that violates these Terms or applicable law.
21. Use of Logos and Submitted Materials
By submitting a center or institute logo to NCEB, you confirm that you have the necessary authority to provide that logo.
You grant NCEB a non-exclusive, royalty-free permission to display and use the submitted logo for legitimate NCEB website, directory, promotional, informational, and marketing purposes.
NCEB branding, trademarks, logos, certificates, course materials, website content, and other intellectual property may only be used by centers in accordance with NCEB's written or published guidelines.
Unauthorized use, modification, reproduction, or registration of NCEB branding is prohibited.
22. Documents Submitted for Verification
Documents submitted by a center, center head, or student for verification must be genuine, accurate, and legally obtained.
By submitting documents for verification, you authorize NCEB to process and review them for legitimate verification and administrative purposes.
Authorized NCEB personnel may reproduce or print submitted documents where reasonably necessary for verification, record-keeping, compliance, or administrative purposes, subject to applicable law and NCEB's Privacy Policy.
23. Student and Center Information
By entering information into the Center Panel or other NCEB systems, the center confirms that the information is accurate and that it has the necessary authority or consent to provide such information.
NCEB may use information for providing services, maintaining records, examinations, certificate issuance and verification, customer support, administration, security, fraud prevention, and legitimate business purposes, subject to applicable law and the NCEB Privacy Policy.
24. Prohibited Activities
While using NCEB websites, systems, services, or communication facilities, you must not:
- Publish or transmit false, misleading, defamatory, threatening, abusive, harassing, hateful, or unlawful content.
- Infringe copyright, trademark, patent, trade-secret, privacy, or other rights.
- Upload content that you do not have the right to use.
- Collect user information for spam, unauthorized advertising, solicitation, or similar purposes.
- Attempt to probe, scan, test, or compromise NCEB's systems or security.
- Circumvent authentication or security measures.
- Use automated tools to access, scrape, copy, or collect NCEB data without written authorization.
- Send spam, junk mail, chain letters, or unauthorized advertisements.
- Frame or reproduce NCEB website pages without written permission.
- Create accounts using false or fraudulent information.
- Create fake certificates, marksheets, receipts, or other official records.
- Impersonate another person or organization.
- Misrepresent NCEB's affiliation, recognition, accreditation, or authority.
- Make unauthorized employment, government-recognition, or certification guarantees.
- Sell, transfer, or misuse N-Coins.
- Share account credentials with unauthorized persons.
- Engage in any activity that violates applicable law.
25. Competitor and Data Misuse Restrictions
NCEB may restrict registration or continued access where an organization or individual uses an NCEB account primarily to collect, copy, scrape, analyze, reproduce, or exploit NCEB's confidential information, databases, customer information, service structure, examination materials, or other proprietary information for the benefit of a competing business.
NCEB may suspend or terminate accounts involved in such activities without prejudice to any other legal rights or remedies available to NCEB.
26. Intellectual Property
Except for content lawfully submitted by users, the NCEB website, software, platform, Center Panel, Student Panel, course materials, examination materials, question banks, certificate designs, databases, text, graphics, logos, trademarks, interfaces, and other materials are owned by or licensed to NCEB.
You may not reproduce, modify, distribute, sell, publish, publicly display, reverse engineer, create derivative works from, or commercially exploit NCEB intellectual property without prior written permission.
Examination questions, answer keys, internal procedures, databases, and other confidential NCEB materials must not be copied, distributed, or disclosed.
27. Third-Party Transactions
If you engage in transactions or communications with third parties through or in connection with NCEB services, those transactions are solely between you and the relevant third party.
NCEB is not responsible for third-party products, services, representations, payments, transactions, or disputes except where responsibility cannot legally be excluded.
You agree to release NCEB from claims arising from third-party transactions to the extent permitted by applicable law.
28. Website Content and Accuracy
Content on the NCEB website may be supplied by NCEB, centers, students, visitors, or other users.
NCEB makes reasonable efforts to maintain accurate information but does not guarantee that all information will always be complete, accurate, current, or error-free.
If an inaccuracy is reported, NCEB may review and, where appropriate, attempt to correct it within a reasonable period.
The information published on NCEB should not be treated as the sole or final authority for making important decisions.
29. Modification or Discontinuation of Services
NCEB may modify, suspend, restrict, or discontinue any website, service, feature, membership, examination facility, digital service, or other part of the platform temporarily or permanently.
Where reasonably practicable, NCEB may provide notice of significant changes.
30. Suspension and Termination
NCEB may suspend or terminate an account, center authorization, student account, membership, or access to services where reasonably necessary, including for:
- Violation of these Terms.
- Fraud or suspected fraudulent activity.
- False or misleading information.
- Fake or manipulated documents.
- Examination malpractice.
- Unauthorized use of NCEB systems.
- Unauthorized use of NCEB branding.
- Misuse of N-Coins.
- Data scraping or proprietary-information misuse.
- Non-payment of applicable fees.
- Illegal activity.
- Conduct that may harm NCEB, its users, centers, students, systems, or reputation.
- NCEB may also discontinue a center relationship in accordance with the applicable franchise or center agreement.
Upon termination, the center must stop representing itself as an active NCEB-authorized center and must cease unauthorized use of NCEB branding and materials.
Termination does not automatically entitle the center to a refund.
The consequences of termination are subject to applicable law and the specific terms of the applicable service or agreement.
31. Franchise Account Closure Fee
A voluntary request to close an active franchise/center account may attract an account closure processing fee of ₹300, subject to applicable taxes and the policies applicable at the time of closure.
The fee is separate from any applicable outstanding dues, service charges, or other liabilities.
Where an account is terminated by NCEB for a material violation, fraud, misuse, or other misconduct, the account closure fee may be handled according to the circumstances and applicable policy.
32. Refunds
Refunds are governed by the NCEB Refund Policy published separately and incorporated into these Terms by reference.
Unless a refund is required by applicable law or approved by NCEB under the Refund Policy, payments for services are non-refundable.
Eligible recharge refunds are subject to the applicable 15-calendar-day refund period and the conditions stated in the Refund Policy.
Bonus N-Coins are non-refundable.
Used N-Coins and services already consumed are not refundable, subject to applicable law.
33. Privacy and Data Protection
NCEB may collect and process personal and business information necessary to provide its services.
Such processing is governed by NCEB's Privacy Policy and applicable data-protection laws.
Users are responsible for providing accurate information and for obtaining any necessary consent or authorization before submitting another person's information to NCEB.
34. Disclaimer of Warranties
To the maximum extent permitted by applicable law, NCEB services, websites, content, software, and platforms are provided on an “as available” and “as is” basis.
NCEB does not guarantee that:
- The services will always be available.
- The website will always be uninterrupted or error-free.
- All content will always be accurate or current.
- A particular service will remain available permanently.
- A certificate will be accepted by every employer or authority.
- Completion of a course will result in employment or any specific outcome.
- Nothing in these Terms excludes any warranty or right that cannot lawfully be excluded.
35. Limitation of Liability
To the maximum extent permitted by applicable law, NCEB shall not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages, or for loss of profits, revenue, goodwill, business opportunities, data, or other intangible losses arising from the use or inability to use NCEB services.
NCEB shall not be responsible for failures caused by circumstances outside its reasonable control, including third-party service failures, internet outages, payment gateway failures, power failures, hosting failures, or other force majeure events.
Nothing in these Terms limits liability that cannot legally be limited or excluded under applicable law.
36. Indemnification
To the extent permitted by applicable law, you agree to indemnify and hold harmless NCEB, its owners, directors, officers, employees, representatives, and service providers against claims, losses, liabilities, damages, costs, and expenses arising from:
- Your violation of these Terms.
- False or misleading information supplied by you.
- Unauthorized use of NCEB services.
- Fraudulent activities.
- Examination malpractice.
- Fake or manipulated documents.
- Infringement of third-party rights.
- Unauthorized use of NCEB or third-party intellectual property.
- Claims arising from your activities as an independent center or business.
- Your violation of applicable law.
37. Force Majeure
NCEB shall not be responsible for delay or failure to perform its obligations where such failure results from circumstances beyond its reasonable control, including natural disasters, fire, flood, epidemic, government restrictions, war, civil disturbance, strikes, power failures, telecommunications failures, internet outages, cyber incidents, hosting failures, or third-party service interruptions.
38. Governing Law and Jurisdiction
These Terms shall be governed by and interpreted in accordance with the laws applicable in India.
Subject to applicable law, disputes arising from or relating to these Terms or NCEB services shall be subject to the jurisdiction of the competent courts having jurisdiction over [Peeran Kaliyar, Uttarakhand, India].
Where NCEB adopts a separate dispute-resolution or arbitration agreement, that agreement shall apply to the extent legally enforceable.
39. Severability
If any provision of these Terms is determined to be invalid, unlawful, or unenforceable, the remaining provisions shall continue to remain in effect to the extent permitted by law.
40. No Waiver
Failure by NCEB to enforce any provision of these Terms does not constitute a waiver of NCEB's right to enforce that provision in the future.
41. Entire Agreement
These Terms, together with applicable policies, service-specific terms, membership terms, franchise agreements, examination rules, and the Privacy Policy, constitute the applicable agreement governing your use of NCEB services, except where a separate written agreement expressly provides otherwise.
